When you move to Arkansas or buy a new (or used) car, you need to register it with the state and pay applicable taxes. Buying a used car from a private seller is often more affordable than going through a dealership. However, it’s also riskier and comes with a few extra steps.
You should sign your full legal name in the buyer’s portion of the Certificate of Title in blue or black ink. The Certificate is a legal document, so do not use white-out or cross anything out. If you make a mistake, simply skip the error and move to the next buyer box. In most cases, a completed Certificate of Title is sufficient to register the car to the new owner in Arkansas. However, if there is no more room on the certificate to record the sale or if the seller wishes to claim a tax credit toward the purchase of a new vehicle, the seller should complete a Bill of Sale.
Both the buyer and seller must print their names, addresses, and signatures. Also, be sure to include the date of the sale, the VIN, the make, model, and year of the car. Finally, record the odometer reading and the price paid.
Either the buyer or the seller needs to complete a Notice of Transfer of Ownership. This notice should be mailed or delivered to the Office of Motor Vehicles. The seller can also notify the state online that they no longer own or are responsible for the vehicle.
If you inherit a vehicle, you must provide the state with proof of the original owner’s death. A Declaration of Inheritance is also required.
You have 30 days to register your new vehicle with the state, regardless of whether you just moved to Arkansas or bought the car.
First, gather your documents. You will need the Certificate of Title or Bill of Sale, which includes the federal odometer disclosure statement, as well as your insurance card. You should also bring your county tax assessment if you lived in the county the previous year. Also, provide proof of any personal property taxes you paid on the vehicle. If your car is leased, or you are making payments to a bank or third party, bring that documentation as well.
