You can use the Voter Registration Application to register for the first time, change your name, change your address and update your signature.
Instructions:
- Print the Voter Registration Application.
- Complete the application and sign the affirmation.
- Submit the completed application to your County Clerk’s Office. Paper voter registration applications must be received by your County Clerk’s Office by 4:30 p.m. on the tenth day prior to each election.
Online Voter Registration: To register online, visit olvr.hawaii.gov. You must provide your Hawaii Driver’s License or Hawaii State Identification Card and your Social Security Number.
Automatic Voter Registration Through the DMV: Applicants may register to vote at the Department of Motor Vehicles when completing an application for a driver’s license or State Identification Card. If the applicant is already registered to vote, the information provided will be automatically used to update their name and/or address unless the applicant declines.
Voter registration is also included when applying for public assistance with programs of the Department of Health and the Department of Human Services.
Applications are also available at the following locations:

- State Libraries
- Satellite City Halls
- Most State Agencies
- County Clerk’s Office
- Elections Office
Uniformed Service members and overseas citizens whose last residence was in Hawaii may register to vote and simultaneously request that their ballot be sent to an out-of-state address by completing the Federal Post Card Application (FPCA).
If you miss the registration deadline, same-day voter registration is available at voter service centers, to register and vote in person, beginning 10 days prior to and throughout Election Day. Once you are registered, you do not need to register again for another election unless your information – residential address, mailing address, or name changes.
A person who knowingly provides false information on the voter registration affidavit may be guilty of a Class C felony, punishable by imprisonment of up to five (5) years and/or a fine of $10,000. HRS §19-3.5
