Pursuant to North Carolina General Statute 132-1.10(g), any individual preparing or submitting a document for recordation or filing in the public record may not include a social security number, employer tax identification number, driver’s license, state identification card, passport, checking account, savings account, credit card or debit card, or personal identification number or password within the document, unless specifically required by law or court order, adopted by the Secretary of State regarding vital records or redacted so that no more than the last four digits of the identifying number are included.

Any person has the right to request the register of deeds to redact, from an image or copy of an official record placed on the register of deeds’ publicly available website or on a publicly available website used by the register of deeds to display public records, any social security number, employer tax identification number, driver’s license, state identification card, passport, checking account, savings account, credit card or debit card, or personal identification number or password contained within the official record. The request must be made in writing and delivered by mail, facsimile, or electronic transmission or delivered in person to the register of deeds. The request must identify the personal information to be redacted, uniquely identify the document containing the personal information, and uniquely identify the location in the document of the social security number, employer tax identification number, driver’s license, state identification card, passport, checking account, savings account, credit card or debit card or personal identification number or password to be redacted. No fee shall be charged for redaction pursuant to such a request. Any person who requests redaction without proper authority shall be guilty of a misdemeanor, punishable by a fine not to exceed five hundred dollars ($500.00) for each violation.
