The Housing Authority of Richmond is accepting sealed bids for the Smith Village Roof Replacement project until 12:30 PM local time on October 17, 2024. Bids should be delivered to the Housing Authority of Richmond office at 402 Smith Village, Richmond, KY 40475. All bids will be publicly opened and read aloud at the above time and location.

The work includes furnishing all items, articles, operations or methods listed, mentioned, or scheduled in the Project Documents and/or herein, including all labor, materials, equipment, services and incidentals necessary for their completion.

A certified check or bank draft, payable to the Housing Authority of Richmond, U.S. Government Bonds, or an acceptable bid bond executed by the bidder and acceptable sureties in an amount equal to five (5) percent of the bid, must accompany each bid.
The successful bidder will be required to furnish and pay for satisfactory performance and payment bonds. All bidders shall include in their bid proposal a statement from an acceptable surety that if their bid proposal is accepted, the surety will furnish the Contractor with performance and payment bonds as required by the contract documents.
Note the requirements for equal employment opportunity and payment of not less than the prevailing minimum wages as set forth in the specifications. Any prevailing wage (including basic hourly rate and any fringe benefits) determination issued pursuant to state or tribal law that is applicable on this contract, is not applicable to the contract and shall not be enforced against the contractor or any subcontractor with respect to employees engaged under the contract whenever the following occurs:
A. Such non-Federal prevailing wage determination exceeds:
- The applicable wage rate determined by the Secretary of Labor pursuant to the Davis-Bacon Act (40 U.S.C. 276a et seq.) that is in effect for the locality for such trade;
- The applicable apprentice wage rate based on the wage rate set forth in the registered apprenticeship program registered with the Department of Labor of the state apprenticeship agency recognized by the DOL; or
- The applicable trainee wage rate based on the wage rate set forth in the DOL-certified trainee program; or
B. Such non-Federal prevailing wage determination, exclusive of any fringe benefits, exceeds the applicable wage rate determined by the Secretary of HUD to be prevailing for the locality for such trade or occupation.
Note this project is Pre-1978 Public Housing and subject to Section 401 of the Toxic Substances Control Act (TSCA) and requires all General Contractors and their firms to be certified as a “Certified Renovator” by completing training authorized by the EPA or an EPA authorized state approved training provider. Proof must be submitted with the bid showing this certification or a letter of commitment from the contractor stating certification will be obtained within 21 days of bid award notification and before construction commences. The Housing Authority of Richmond reserves the right to reject any or all bids or to waive any informality in bidding. No bid shall be withdrawn for a period of sixty (60) days after the opening of bids without the consent of the Housing Authority of Richmond.
